THE VERMONT WEATHER BOOK by David Ludlum (Vermont Historical Society, 1996) lists the following Historic Weather Events for December 17:

December 17, 1951
West Burke reached nadir of -29° during prolonged cold wave from 13th to 21st with the minimum below zero each day; -30° at Barnet.

December 17, 1973
Snowstorm dropped 12.8" at Burlington; St. Albans 10", but only 4" at Vernon.

NOTE We leave the minor discrepancy between 12.8" and 12.5" of snow at Burlington to the superior research skills of weather historians.
