THE VERMONT WEATHER BOOK by David Ludlum (Vermont Historical Society, 1996) lists the following Historic Weather Events for November 17:

November 17, 1869 Strong southwest and south winds western half of state; railroad cars blown from tracks at Chatham, N.Y.; estimated a “strong gale,” or equivalent of 60 mi/h, at Plattsburgh, N.Y., on Lake Champlain.

November 17, 1977
Heavy rains, high winds, and hail during storm; lightning struck radio station atop Mt. Mansfield; 0.32" on 17th, 1.15" on 18th.
