THE VERMONT WEATHER BOOK by David Ludlum (Vermont Historical Society, 1996) lists the following Historic Weather Events for April 17:

April 17, 1843
After protracted winter, heavy rain fell on deep snow cover: Hanover, N.H., 1.37" on 14th-17th with temperature in the 40s; great flood followed.

April 17, 1983
Record late-season snowfall set April record at Burlington with 15.6"; Mt. Mansfield had 16", raising depth on ground to 81".

NOTE: Ludlum's 15.6" at Burlington is a two-day total for April 16th and 17th.
