THE VERMONT WEATHER BOOK by David Ludlum (Vermont Historical Society, 1996) lists the following Historic Weather Events for February 17:

February 17, 1896
Severely cold day, below zero all daylight except in southeast; Woodstock -30° on 17th, -36° on 18th.

February 17, 1958
Greatest snowstorm of the mid-century: Hanover, N.H., 31.3", Readsboro 25", Cavendish 24", Montpelier 20", Burlington 14.9".

NOTE: Ludlum's 14.9" is a multiday total. The Great Mid-February Snow Storm of 1958 lasted from February 15-17, with most of the snow (12.1") falling on February 16.
