THE VERMONT WEATHER BOOK by David Ludlum (Vermont Historical Society, 1996) lists the following Historic Weather Events for January 23:

January 23, 1857
Cold Friday II: readings at Craftsbury were -34° in the morning, -23° at noon, -27° in the evening, with a mean of -28°; at Burlington, -30° minimum, with a mean of -23°.

NOTE: Ludlum's -30° at Burlington derives from historical records that go back further than the official National Weather Service temperature records, which began in 1884.
