THE VERMONT WEATHER BOOK by David Ludlum (Vermont Historical Society, 1996) lists the following Historic Weather Events for January 20:

January 20, 1961
Kennedy Inaugural Snowstorm: a coastal storm dropped 12" of snow on Vernon, but only a trace on Burlington to the north; elsewhere in the south falls of 8" to 15" raised snow depths to 20-30".
